Sorry if this is a dumb question but I am making a minecraft server and I have almost everything up except for the port forwarding part. This keeps messing me up. I can connect to my server fine from my computer using "localhost". But after my attempt at port-forwarding (I attached a picture) I tried to connect to it using my public IP. And it just says connecting to server indefinitely.
I was not completely sure how to check if my firewall is blocking any ports. I think I went in and changed it but I cannot remember how to check.
I also restarted my router just to make sure if it needed a restart for everything to correctly apply.
If anybody could help that would be great thanks.

P.S - This is a 1.13.2 Spigot Server. I don't think this should affect port-forwarding but I just thought I would let you know.
Everything look normal as far as I can see, do you have a VPN or anything on? Cause this previously effected me. But yeah as you said this may be a firewall problem..

Yeah I don't have a VPN. Thanks for the reply though. I'll look into the firewall issue.
You don't connect with your public IP, use localhost.
No I'm talking about for my friends to join not myself. I can join the server perfectly fine. But for my friends to join they use my public ip.
