I am attempting to run a Minecraft server from a Linux computer using the 1.13.2 server.jar.
The server works fine, but the resource pack i specified in server.properties is not being distributed and you are not prompted to download it on logging on to the server. I have tried with urls, internal server paths, and every permutation of escaped characters I can think of. The file (http://isoptera.lcsc.edu/~jamcdonald/resources.zip) works fine as a resource pack, and the link will download automatically when followed with no redirects or JavaScript weirdness. I have tried this server with 3 different copies of server.jar, 2 different fresh copies of server.properties, and 2 separate computers. Here is what I have for a server.properties file
I don't believe it's an issue with the URL. I spun up a quick vanilla 1.13.2 server and used the same URL from your original post and it prompted to download without any issues.
Just as a test, have you deleted the server from your server list in the Minecraft client and re-added it?

I have, I have also tried mc on a different computer as well.
I should also mention that on my default profile the server uses the resource pack without prompting all the time (I duno why, but I do have the resource pack downloaded and in the world save), but on other computers and other folders on my base computer (not .minecraft) there is no prompt and no resources. Other people have tried (and later downloaded the pack as a normal rp) and the results are split between no prompt no resources, and no prompt but magic resources (only those who downloaded),
We tried a friend of mines server as well, his server distributed that link just like yours did, and we even copied its server.properties and tried it on mine. It did not change the results.
If it would help, I can upload the world too.

can anyone help me with this?
could it be that there is some texture incompatibility withing the resource pack itself? like meta files or a file with the wrong extension?
minecraft seems ok with the texture pack as a texture pack, but that link is hot if you want to check that
would escaping it help?

the wiki says to escape (put \ before) any : or =, I was thinking you might also have to do the same for ~

ok, removing resources.zip from the world folder seemed to fix it some how... duno why that would be a problem... but hey.... maybe fixed???
