It was thaumic evolutions, by trail and error we got it working without it.
So i went ahead and remade the server all without the mod because i had NOT removed the portalfix when i thought i did. i get the server to launch once and generate the world, and then im given this on launch with a batch file to give the server 4gb of ram. It cant be the batch file because it havent changed anything but making sure the target jar is the forge jar.

I went ahead and reran the server with a new worldgen to see if i could get biomesop to stop looping in the logs and

Try removing one mod at a time and see if the server works, I suggest starting with the Mo Creatures mod, but remove half, see if it works if so switch out the mods, if not remove half and repeat until you find the offender.

trial and error we removed Thaumic evolution, it was what was ruining this whole thing. thanks for your help and good luck.
Glad you got it working! You should probably tell the mod author about the error so they can fix it.
