So as the title said, I am hosting a mine craft server on 1.13.2, and I can join fine. Same with people not on my network. However, say my brother or sister join, I can no longer join.
The error message:
io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection timed out: no further information
displays when this occurs. This issue obviously occurs when they join, as we all have firewall exceptions, and the server is correctly set up. The only fix is to have one person play at a time with their friends. From the error message, it seems that the connection times out when I try to join, meaning it can find the host name, just unable to connect. When pinging the server via the browser, it also seems to be the same unless they leave and I restart my game.
Server specs:
Version: Bukkit 1.13.2
RAM: 8GB
Hosted on windows 10
Port: 25565
Whitelist: Enabled

Thanks for responding. The server log doesn't show any info of me trying to connect, which is odd. Perhaps the packets don't even reach the server client. Also no the server is hosted on a dedicated computer that isn't mine. The log does show my brother and dad joining just fine.
Apparently my dad, who runs it off his machine, can join at the same time as me or my brother, so that's odd. Perhaps its an isolated issue with my PC, which is strange as I have the right firewall exceptions.
Doing some more testing, apparently my dad can join because he's using the local host, as its hosted on his computer. Makes a lot more sense now.
