Looks like I'm not the only one with server issues, haha!
Have you tried making inbound rules with Windows Defender firewall?
If you don't know how to, go to your control panel, and start by viewing as small icons.
Navigate to your windows firewall and click Advanced settings.
Click on inbound rules and create a new rule. Specify as a port and choose the port that you want to make the rule for (25565). Do this twice for both TCP and UDP. Hope this helps.

Java or Bedrock server is the Minecraft server software you installed, has nothing to do with the operating system in which it runs. Minecraft Java AFAIK is not compatible with bedrock edition and the other way around.
went through FAQ
port is listening in azure ubuntu:

i can telnet to port 25565 from PC in house :

but no tablets on house wifi and phone do not connect ...

Have you installed a Bedrock server or a Java server? AFAIK they are not compatible and bedrock server is alpha-level software: https://minecraft.net/en-us/download/server/bedrock/
