The server is running on Lubuntu 18.04. The processor is a Pentium g850, and there is 16GB of RAM installed. Like I said, the processor doesn’t seem overly taxed when I open the task manager.
What can I do to allow the mobs to move more smoothly? Please let me know if there is any further information I can provide. Thanks!

Since the beginning, mobs and entities have moved in a jerky fashion. Here is a video.
For a while, I have tolerated it, but now we are coming up on a large PVP battle, and I am having trouble resolving the issue.
At first, I thought it was a network problem, but the mobs still move funny when I log on from the server machine using localhost.
The server has 12 GB of ram to use, and CPU usage hovers at around 30%, so I know that it isn’t a performance problem.
Avg tick is 30 milliseconds. To my knowledge, things should be smooth until 1 tick=50ms, as there are 20 ticks in a second.
What could be causing the problem, and what should I do to fix it?
I start the server using the following arguments:
