So I know this thread has been made before, but the only response to the dude that made that thread was "I'll PM you."
So, I am trying to host a 1.7.10 Minecraft Forge Modded Server, the thing is, I can only connect via localhost and my IPV4-Address.
When I try to port forward it does nothing, I typed in everything like I think it's supposed to be typed in, and I still can't connect via my IP on a different computer.(I put it in in the server properties file yes.)
I have a Belgacom bbox3 Router.
I did everything like I saw it on YouTube (The Breakout)
Oh, I'll go back to java 8, but about the first thing, should it also not work if it is the host pc trying to connect via the external ip? because on youtube I saw that that worked, but here on my pc it doesn't.
So, I installed java 8, and I can run the files I couldn't before, but the portforward still does not work.
Oh, and when I do try to connect via the public ip via via the host pc it says java.net.ConnectException: Connection timed out: no further information:

I even tried going to https://www.canyouseeme.org/ and it says
Success: I can see your service on ************* on port (25565)
Your ISP is not blocking port 25565
but the server still doesn't work.
