Basically the title, did everything ,such as, disabling Firewall, portforwarding on the right port, didn't enter anything in the "server-ip", and allowing Java in Firewall.
But my friends still told me that they can't join. I recently got a new internet (AT&T), but I figured out how to portforward it, still doesn't work. BTW, this is spigot 1.8.
I really need help, since I will be opening this server in a few days.
it may be worth contacting your isp and see what they might say. i have this same issue with comcast since we got a new router. i ended up just giving up. but the only other option is maybe realms or renting a server. which might not be an option depending on your financial situation.
there is your problem 172 is reserved for a private IP address, people on your network would use that to connect, people outside need your public ip address. google 'what is my ip address' everyone else usses that one to connect, you use the 172 address, just be aware that some internet providors change your public address from time to time so if people suddenly cant connect youll have to google it again

I search up “what is my ip adress” and the 172 number came up.

Contacted them, apparently I need to pay them to fix the problem. $49 dollars for an “expert” agent, or $12 a month for 12 months for “advanced” agent. Talked to 5 agents, no fix at all.

i was unaware that they could be used externally too, however all internal ips are in the following range depending on use case
edit: looking into it further it shouldn't be possible to have an external ip of 172, the range is supposed to be reserved
