your mising a java arg in your bat file
-Xms1G -Xmx2G
or
-Xms1024m -Xmx2048m
have you made sure you have 64bit Java?
I tried that, but the server came up with the same message

how much ram do you have free before you start your server?
Install 64-bit Java.
I make sure I close everything, for that reason.
I do not have any mods installed on my server
I searched up "64 bit java" and now it works
