Hiya so I have seen this issue a million times and have read plenty about it. I myself have tried everything I have seen to no avail.
A quick rundown of my problems:
-If I double click the 1.12.2 java jar file after download, It does nothing but flash a cmd.exe box and does not create any extra files after it closes in the folder or downloads file it was stored in.
-I attempted 3 different versions of the batch file method but I get the Not able to access jar file error (I opened up the Cmd.exe from the file so the file path is correct/ I also renamed the Jar itself and in the batch file to match about 10 times to no results)
-I have the latest version of Java
-64bit processor
for some reason it still says the path is wrong but I have even run the cmd directly from the file and tried the: java -jar minecraft_server1.12.2 line and it gave me the same error.
If you're comfortable with DOS commands, then open a command prompt and go to c:\users\mike\desktop\server. Type in 'dir' (that's short for 'directory'), and see what appears - your 'minecraft_server.1.12.2' should show up as 'minecraft_server.1.12.2.jar' (it'll have a .jar extension). But your batch file may be having a problem with all the periods in its name, so you might want to rename the file to something like 'mcserver_1122' or something like that... In the command prompt, type 'ren minecraft_server.1.12.2.jar mcserver_1122.jar' ('ren' is short for 'rename') and then type 'dir', and you should see 'mcserver_1122.jar' (that's what you're going to want to put into your batch file, call it 'mcserver_1122.jar'). After all that is done, try to start up your batch file again and see what happens.

Ive never seen this fix before, But it helped a ton. I never would have guessed the amount of periods would have made a mess of things like that.
the file emptied everything I wasnt seeing before into the folder and it looks like ill be able to take it from here. Thanks a ton for the fix. This problem was a bugger.
top left cmd.exe window is the dir and rename
bottom left is the batch run with the name of the file redone to 'mcserver_1122.jar' (For anyone else who reads this, remember in the folder extensions are hidden in windows)
right side is what it looks like now.

Yeah, Windows has a tendency to show you what it thinks you want to see, while the command prompt shows you exactly what it is. I grew up in the days of DOS so I still do a lot of that sort of stuff in the command prompt. Anyone else remember editing their 'config.sys' and 'autoexec.bat' files to get your favorite game running? Tweaking and reordering mouse drivers, soundcard drivers, emm386.exe and himem.sys? Ahh, those were the days... (lol, I don't really miss those days)

try just using the third line of your startup script (the java line)
So I did as you asked and I once again got the unable to access jarfile minecraft_server.1.12.2
Here's a couple things to try, it may or may not work...
One idea:

In your batch file, change this:
java -Xms2048M -Xmx2048M -jar minecraft_server.1.12.2 nogui
to this:
java -Xms2048M -Xmx2048M -jar minecraft_server.1.12.2.jar nogui
(I included the .jar extension)
Or this other idea:

must admit I did miss the extension
I tired what you said and It gave the same exact error
I was using it before with the extention but I had taken it off after I read having the extention twice makes CMD do funny things
