I got constant problem on Vanilla server 1.12.1. No plants grow. Additioanlly I can found that after cutting a tree, leaves stays forever.
I checked 'Max Tick Time' (set on 60000) and made several restarts. On other servers and locally is all ok.
Aaand I am back.... Finally I got some time to make test and problem is still there
I changed thick speed to 100 and I got crash. Repetitively.

If I lower thick speed (to 10) then I have info:
A single server tick took 0.01 seconds (should be max 0.05)
and crash...
If I set tick speed to 5000 then server is running, but plants still won't grow.
The "max-tick-time" setting is from the server.properties file. The default value is 60000. This means that if the server lags or times-out after 60k miliseconds (or 60 seconds), the server will shutdown. Since you are using Multicraft, there might be an issue with your server host OR...
1.) gamerule randomTickSpeed should be set to "3" (/gamerule randomTickSpeed 3) from in-game. This tells the game how often a random block tick occurs (such as plant growth, leaf decay, etc.) per chunk section per game tick. 0 will disable random ticks, higher numbers will increase random ticks. Setting to a high integer results in high speeds of decay and growth, which on a low to mid-grade server, cause mild to heavy lag spikes.
2.) Your server has too many plugins that alter or lag out the main server thread, thus chunk updates update MUCH slower (or not at all) as seen from WatchDog. (Insufficent resources).
3.) try setting your render-distance in server.properties to a low number (no lower than 5).
4.) eliminate plugins 1 by 1 until problem is resolved. (last resort)

the original is 3 and if you want a lot set it to 100 or 1000.
