Recently on a server that I am admin on, the essentials chat plugin has stopped working in some sort of way.

In-game the format for the chat is supposed to be '{DISPLAYNAME}: {MESSAGE}' however it displays itself as this: '<{DISPLAYNAME}> {MESSAGE}'
I've gone through the config of other plugins and I could not seem to find the problem.
The essentials chat config looks like this:

I completely removed the previous version and installed that but it didn't change anything. I still have the same problem.
