The server is having issues with skipping ticks very frequently (small chunk of the log below). These have been happening randomly any time someone is logged in; so far the most people we've had playing at once is 3. Although when the server is idle it will happen once a day maybe. All clients are seeing them when they happen. The server is hosted local on my machine, it does not crash the server but makes playing very frustrating with mobs bouncing around. I will try to post everything I can. The system time is set to update via internet. If anyone has any suggestions on things I can do to lessen them or remove them completely I would greatly appreciate it.

I've updated it to 1600M; Ill have to wait for the players to log on and see if it changes anything. Although if I put it any higher it gives me an allocation fault and shuts down the server. Any idea why it wont let me use more of the available memory banks? I don't have anything else running except the web browser right now.
I would recommend at least 5Gb for newer versions of forge but there does seem to be a trend since mc 1.10 for modded minecraft to skip ticks , as long as the tps does not drop don't panic too much just keep an eye on it
