Hello, I have recently made a server and have posted a thread regarding server matter on another thread, but I've got another problem now. The people using the same network connection as I do can log in to my server using my internal IP address, but those who are not using my network connection cannot. I have: port-forwarded to 25565, made sure the value of server-ip in server.properties is empty, created a static IP address, installed a 64-bit Java (so that it's compatible with my PC version) and have made sure that Firewall (in the Inbound rules) have enabled and allowed Java. However, when I tried to test my check the port-forwarding stuff here: http://www.yougetsignal.com/tools/open-ports/, it writes here that "Port 25565 is closed on" my external IP address. I was wondering if there might be something I have done wrong to have created this problem? Thanks.
Hello again, I've just added Inbound Rules for 25565 in my Firewall. I can host the server, but somehow the port is still closed. I used another website to check maybe if the previous port-checking website I used was faulty, but it wasn't. In canyouseeme.org, it writes here "Error: I could not see your service on [External IP Address] on Port (25565) Reason: Connection Refused". I googled this problem and it seems like the most possible reasons are:
1. My firewall is blocking the port
2. My ISP is blocking the port
However, I only have Microsoft Security Essentials and SUPERANTISPYWARE as security programs. I've, as stated, added an Inbound Rule for port 25565 on both TCP and UDP protocols too. Anyway, I'd really like to know what other solutions there could be that I have missed. Additionally, here is the server.properties content:

Static IP, Port Forwarding (I just changed from Both to TCP) and Firewall settings:
Your Firewall is not okay, Don't just do any port. Only do it on port 25565 if you use that specific port for specific programs. Otherwise, you have more vulnerabilities then you need to.
I don't see you have a static IP (internal) in any screenshots. But I will take your word for it.
