Do you have hardware specs for the server you're hosting? Maybe the hosted server isn't strong enough.
Is Java 8 installed or Openjdk 8?
As far as root, generally you don't want to run anything as root, but rather is best to create an unprivileged user, and run the Minecraft server from that account. The root account maybe (and should be) disabled.
When i run my server than run the debug program i get this message (also JUST downloaded a new server.jar)

Hey, I supose you are using vainilla, but are you using any kind of host and are you using windows, linux, mac or mineOS?
I am using vanilla, im hosting it and im using windows
Did 1.11 work?
No version of minecraft works even if i completley download a new version of a server
Are you sure you are downloading the server for Windows and the Gbs your windows has?
