Ahh OK. Your batch file working folder is wrong. Let's assume your server is in c:\games\minecraft. Go into the batch file and make it read as follows:
Obviously, replace cd\games\minecraft with the folder it's actually in. If it's on a different drive, change c: to the drive it's on. That ought to straighten it out.
so I replaced the cd with C:\Users\bacheha\Desktop\Easy Acces 1.8 server because thats where it is located. Do I keep the c: because if so its still not working this is what it shows now. Also it is on the same drive that uses c:.

cd "\Users\bacheha\Desktop\Easy Acces 1.8 server"

Nope, not a port problem. You specified a server-ip value in server.properties which is invalid. Leave it blank, it's only there to address binding problems.
Correct. The server doesn't care what your public IP is, it doesn't need to know. By default it listens on all interfaces for connections. The public IP doesn't reach your computer, that's just on the router. The connection comes to the router, the router forwards it to the internal IP of your computer.
Well, that looks fine. What happens when it launches? What error do you get?
I'm betting it's some sort of memory size error, you are likely running 32 bit Java.

He put his external IP. If he had put his internal IP, it would be available on the interface and Java wouldn't be moaning about it.
k so how do I fix this....
Go into your server.properties and remove the IP from server-ip. Leave it blank.
It worked but now do I just add the ip back?

That field is only for binding problems. Just leave it alone and you'll be fine.
