Did you check the server on a status checker to see if it's visible to the outside world? And like rockyhawk said, did you give him the right IP? If it started with 192.168 or 10. it wasn't the right IP.
hey i made a minecraft 1.11.2 server but my friend can't join it he get this message : "can't connect to server"
what i've done :
-i portforwarded an i checked (both TCP abd UDP)
-i disabled my firewall.
-My friend disabled his firewall
PS: i had a minecraft 1.7.10 server it was working fine but when i deleted it and made the 1.11.2 server my friend can't join it

What ip are you using for him to connect to it? also make sure the ip in the server.properties is left blank.

i gave him my external ip and yes the ip in server.propreties is left blank.
The firewall shouldn't have a problem if java is allowed through the firewall. Does it say failed to bind to port?
Also what steps do you take when you open the Server.jar file eg. using a bat file with the command "java server.jar"?
