can you give details about the server? also please remember more ram does not mean less lag also the server will use the ram that it needs up to the maximum it is given.
Also timed out normally mean the connection to the server is not fast enough

the optimized jar are the ones i suggested previously ie spigot, paper and sponge. As for your startup script in your bat file try changing it to: java -Xmx1024M -Xms512M -jar minecraft.jar nogui

Recently I started up a minecraft server everything is all well apart from the facts:
-The server can't keep up
- I can't log on to server because my connection times out
- I still don't know if the server has 2GB of ram - But it doesen't seam to
