Ive had the same problem years back with a 4 gig ram server, and i didnt really see why it would lag that time to. (Even with 4 gigs of ram..?)
Ive got 2 gigs of ram, 2 plugins and a rather small map.. But when someone goes about 1k-1,5k and explores the wonders of my server.. it laggs.. Not much, but im noticing it. The TPS drops from "*20.00" to "19.80~" :I
Is there a way to prevent this? Sure i could set up a worldborder but it would limit us al lot, should i just upgrade or put in more ram?=

more ram does not always mean less lag that was more of a myth from minecraft hosts that sell by ram. A tps drop to 19.8 is nothing really but from what you describe it should not really drop with 2 people on pregenerating the world will help a fair bit but with out knowing how your server is set up or configured there is not much we can help you with

Currently mostly its 1,2~Stable, but it can arise at times.
And im not sure how to ask for specs from a shared hosting.
And VPS/DEDI is way to expensive just a month anyway, since theres always some people who will complain about this..

your server configuration is not just about the machines specs but your minecraft configuration what type of server it is any plugins what version etc.
but if it is shared hosting then it could be a issue on their end send in ticket as ask if there is any network issues.
As for for asking for your host's specs they should be happy to share what their specs are and how they configure minecraft servers if they refuse this basic information (a good way to find this out is ask what java args they use and if they will customize them for your server) then find a new host.
