So even though I port-forward my ip and everything, only I can connect. My router is from Xfinity, and I logged in and port-forwarded my ip from there, and these were the options I selected:
Common Service: Other
Service Name: Minecraft Server
Service Type: TCP/UDP
Server IP Address: XXXXXXX
Server IPv6 Address: XXXXXX
Start Port: 25665
End Port: 25665.
The IP address on this setup is from my ethernet router, and I am told that other people have to connect with my external IP, but that does not work. I also tried leaving server properties blank, but to no avail. Could someone please tell me where I screwed up.
localhost and 127.0.0.1 work on the PC I'm hosting on, but when I switch to another computer it says "Connection Refused" or something along the lines of that. So I suppose I need to check my firewall settings right? Would you have any idea of how to do that?

Hosting on my PC through Ethernet
Set your IP in the server.properties to localhost or 127.0.0.1
Check your firewall setting if you are using one.
Thank you for responding.

Is your other computer on the same network?
Nevermind, I fixed it. I just added the port to the firewall on my PC. Thanks for helping!
No problem, good luck with your server x3
