1) You use start.cmd every time to start the server not just the first time. Do not double click the jar files.
2) Have you tried starting the server with only LLibrary 1.4.2 and Jurassicraft 2.0 running. If it works with just those mods then you can figure out which mod is causing the issue via The Process of Elimination.
What do you mean start the server? Like before I play on the server, I launch the cmd, I think thats what you mean. And how do I get the jar files up then? Only way is double clicking.

There are a few different types (or levels) of I.P. addresses.
1. The Minecraft server is connected to Net1 with the I.P. 192.168.1.1
Bob tries to connect the the server from Net2, but the server can't be found.
Bob changes on to Net1 and tries again, this time he connects and can play on the server.
So, if you use the I.P. it finds for you in the installer then it's not really much use to anybody outside of your wifi network so there's no point telling it to anyone unless they are connected to your wifi.
VPN:
If you use Hamachi and used the IPv4 that it gives you then you can think of hamachi as creating it's own kind of wifi network.
You can only access the server if you are connected to the Hamachi 'network'. However, since it's a Virtual Private Network, the people trying to connect to the Network don't need to be on a specific wifi network, they just need and internet connection. This is useful if you want your server to be accessible by your friends when they aren't in your house. In this case, again, people need to be connected to the Network with you on Hamachi, so your Hamachi IPv4 isn't that useful to them (you still shouldn't give it out to everyone though).
Port Forwarding:
This one is a security risk.
Essentially, you set up your router to redirect requests to your network's I.P. with a certain port (e.g. 123.123.1.1:4 - "123.123.1.1" is the I.P. of your network & "4" is the port being accessed.) to redirect the request to a certain device in your Local Network.
E.g.
Bob is hosting a Public server (like Hypixel etc.)
The Public IP of his Network is 123.123.1.1
He set up his router to redirect requests from port 25565 to his server with the local IP 192.168.1.6
Now he has started his server and told his friends (who are on a different network) to connect to 123.123.1.1:25565
His router started getting requests on port 25565 and redirected them to the I.P. 192.168.1.6 inside it's Network.
His friends have now successfully connected to his server.
You should definitely NOT give anyone except your friends your Public IP. If hackers get their hands on it, they now know the location of your Network and could most likely hack it.
Port Forwarding is even more dangerous, lets say that your router is a wall (have a look at "firewall" on wikipedia) with a whole lot of doors in it. These doors are jealously protected by the router's guards, however the boss (you) have ordered for one door to be opened (say door 25565). There are still guards there, but the door is open. Even though there are a lot of doors in the wall, someone that knows the location of the wall will inevitably find the gap in the defenses and be allowed through in to your computer system. Once they're in they could do some pretty bad stuff.
That's my understanding of some of the options for server hosting (it's not necessarily entirely correct).
If you are thinking of doing a public server (like Hypixel or Mineplex), I recommend paying for server hosting, this way they do the Port Forwarding for you, it's their job to fight off hackers and, in the end, if a hacker gets past their firewall none of your personal data or computers are in any danger.
I would definitely recommend using Hamachi (or another VPN) to play with your friends on your server. There are plenty of tutorials on it around.
A local-only server is probably the safest (as long as you don't use McDonald's Wifi or something) and easiest to set up.

With the installer, do just what it says, to start the server just double click on start.cmd

Please do the following:
1. Start the server withe start.cmd & mods installed.
2. Run Minecraft with the mods and try placing a jurassicraft block.
3. Copy and paste the entirety of the server output into a spoiler.
Maybe seeing the output will show something that's wrong...

The cmd starts the jar files when you double click it. Except the cmd does some extra stuff that you can't do by double clicking.
In Short: You only need to double click start.cmd to play on the server.

A Quick Overview of server I.P. Options
Before we get started:

Essentially, there's no point giving anyone your Local IP, they won't be able to access it without being connected to your wifi.
Definitely don't give everyone your public IP.
