Nothing worked.
dropbox dosen't with this i'm using mediafire!
you need to upload the resorce pack there and then go to the download link
after that right click the download button and choose "copy link location"
then paste it in the 'resource-pack=' and restart your server!
Unfortunately, a lot of folks are having similar issues. Some of them claim to have it working with Dropbox, and many others give instructions that conflict with yours. Some of them are already using MediaFire and still having issues, and one actually moved as you suggest, and it still didn't work.
I was hoping for something a little less ... aimless.
I found a couple people saying this feature might be broken or unreliable in Minecraft itself, and at this point I'm very inclined to agree with them.
At least until someone comes along with actual technical knowledge of the problem.

but what does ressource-pack-sha1 mean?

The resource-pack-sha1 line doesn't take a URL; it takes an SHA-1 hash. See the Wiki for more information.
I've reported issue [MC-105111] on Mojang's official bug tracker.
