This seems to be a common issue with multiple players, they end up finding a solution, after 3 days of searching I have yet to find one that works for me.
I'm trying to host a server for some friends and I to play on and I'm getting this error: java.net.ConnectionException: Connection refused: no further information. I CAN connect through localhost, as well as my IPv4. But my friends nor I can connect through my external IP/external IP:25565
What I have tried:
When setting up port forward, using TCP with port 25565. Using both TCP/UDP with port 25565.
Adding Firewall Inbound and Outbound rules to allow TCP and UDP with port 25565.
Disabling my Firewall completely.
Enabled my router to accept port 25565 (Some routers block it)
Tried running the server from 3 different computer, 3 different operating systems.
I feel like I did more than this but can't remember all of it.

Yes I have actually started the server.
Port forward check sites say they can all see my port open.
I do not have any form of virus protector, except Windows Defender that came with the computer, that could be blocking it.
As tedious as it may be, I'd like a list of everything that could cause the Connection Refused: no further information. As well as advice that hasn't already been mentioned above.
As the issue occurs even with Firewall completely disabled, and from 3 different computers, it leads me to believe it has to do with my router or modem, yet I can't find anything in them that would block it, as I've also disabled the built in firewall on them. If it helps, I have a Belkin N600 Dual-Band Wireless-N+ Router.
