I have been out of the loop with Minecraft since 2014 when the DMCA was sent to Bukkit. Dinnerbone said he would personally update it to 1.8 but it has not happened. Now I have been 100% tuned out since that happened and it seems nothing has changed. Do I go to Spigot or Sponge, and if I do, will those get destroyed as well? What is the future of these APIs? Is it worth me creating custom plugins?

I would go with spigot if I were you, as the developers of Spigot made a way where code is licensed to them, which means they wont get shut down like Bukkit was.
