Wait, GalacticraftCore.cfg, not Galacticraft/core.conf? What version of Minecraft and Galacticraft are you using? With version 3.0.12.375 for Minecraft 1.7.10, I had the latter file, with an option "Disable Update Check" near the bottom.
I don't understand how to get there. And i also have More planets. And when i get the error it says its from More planets like this

Presuming you mean this More Planets mod, I just tried it, and even though it crashed for me (I'm not really interested enough to investigate), it generated a config file, so I can see that it also has an option for disabling the version check, at about line 93 of MorePlanets.cfg (not inside the Galacticraft folder).

Presuming you've got a recent version of Galacticraft for Minecraft 1.7.10 (which you still haven't confirmed, despite my urgings), that suggests there's more going on here than just the problems with the Galacticraft server. Even if you didn't install Galacticraft Planets, which I think is responsible for asteroids.conf and mars.conf, config/galacticraft should contain chunkloading.conf, core.conf (not core.cfg!), miccore.conf, and power-GC3.conf; MorePlanets.cfg will be in the main config folder, along with various other config files and subfolders depending on what other mods you have installed.
This is not a modpack that i have made (And i dont know if its is the latest galacticraft for this modpack the version is GalacticraftCore-1.7-3.0.12.440.jar Galacticraft-Plantes-1.7-3.0.12.440.jar) I use Space austronomy modpack version 1.3.8 version. The server has been working for around 4 months and now it does not work i do not know why.

Any problems you're having is not caused by Galacticraft failing an update check. Besides, even if you were to update, it would likely cause a lot of problems, since you're using a modpack.
So I've figured out how to get the file to where you can disable the update checker. You're going to need to get your server all setup as if it would work. Then, head to "config" in your folder for the server. Next, open galacticraft. Then, open core. Around the bottom of the file there's an option to disable the updates. It's worked for me and I hope it works for anyone else.

What exact build of Galacticraft are you running? I just downloaded build 460 for Minecraft 1.7.10, re-generated the configs, and compared to the file you embedded, core.conf had several more entries after "Map Scroll Mouse Invert" before the "schematic" section, including one for "Disable Update Check".

Since as you mention in the topic, it seems to be the update check that is failing, you could try disabling that in the config.
