So i just got myself an Azure VM with 7gb ram and 4core cpu. It is currently running Windows Server 2012 R2. I set up a minecraft server to test some things and to my surprise it is constantly skipping ticks and running 4000ms behind at all times. The cpu is only being used 25% and ram 30%. I haven't seen anyone else complain about lag with minecraft servers on azure so im thinking its only a problem for me. maybe with the 1.9 update. Can anyone help?
I'f im not on the server it doesn't say anything but as soon as i join it keeps spamming "Can't Keep up! Did the system time change or is the server overloaded? Running 4251ms behind, skippin 85 tick(s)".
The server world is newly created and im just standing still and not doing anything.
Try Running your server with the "nogui" flag. I received this warning CONSTANTLY. It didn't matter how many gigs of ram i dedicated to the server. Dropped the Gui no more issues.

Yeah, you're probably just lacking in the amount of ram you need. Either upgrade or remove plugins etc. (I also suggest getting a server from a host such as mcprohosting, I know not everyone can afford one but it's well worth it).
5gb ram not enough for a server? yeah, no. Also im not going to buy a server from a host. I have more then enough experience to run it on my own. Can get better hardware cheaper then they have too. most likely a plugin causing the issue. However, running 1.8.9 or 1.7.10 i get no lag on the server what so ever. Just 1.9. Yes i am using updated plugins. Tried without plugins too. Same issue. 1.9 seems to break my dedi server.

Sounds like your java arguments in your startup script does not fully match your hardware what have you got at the moment?
Just The same as from start.bat from The wiki and set to 3gb ram.
