I believe if it's something the OP cannot fix, it is most likely something to do with the ISP, the most common problem being not allowed to port forward or only certain ports are allowed etc.
Again, it may have something to do with the ISP, but it is not guaranteed, so I'd also like to know what the problem was.

Please try to connect to your server with your public IP and :25565.
If this doesn't work, go into your port forwarding settings and change the protocol type to a) TCP and then b ) UDP and test each time if they work.
If the above does not work, check if your router has a firewall that is blocking packets.
1. Didn't work. It wouldn't connect.
2. I tried both. still nothing.
3. Disabled my router's firewall entirely. still have no connection to my server.

My antivirus filters are blocking open ports and it doesn't seem to be fixable.
