While the server is online, you connect using localhost, others on your LAN connect using your internal IP, and people connect in WAN (internet) with your external IP.
I did all of this but no dice i ran the server from terminal, port fowarded i have my ip. I know both the public and private, I am wondering what do i put in the server.properties Ip= place?
I also ran the server, tried localhost but, it said Java.net.socketException: Permission Denied

I'm not sure what java.net.socketException: Permission Denied means. Try your own internal IP. Also, don't edit server-ip= because that's for something a little more complicated. What do you mean by Apple Airport Extreme Network?
thats my router and i already port fowarded. I was able to join but my friend was not able to. I joined using localhost. He tried using my public ip but, no.

Ummm well i use comcast and use an apple airport extreme. I solved the problem. I used the wrong private Ip to port forward. Thanks for the help though

Is the port forwarded to your IPv4?
yes. it is
It should look somewhat like this.
But on the IPv4, it should be your IPv4, not mine.
EDIT: Sorry, wrong link. That file won't do anything btw. I updated the link.
