So I wanted to change my server IP so that my friends could get on even if they weren't at my house, and I viewed ALL of the tutorials on YouTube, but my IP is still the same! I (hopefully) did the Port Forwarding on Netgear Genie (according to the 10 or so tutorials I did it correctly) and went to No-IP and picked out a new IP there, but when I plugged it into the "Add a Server", it couldn't find anything and the IP is still my 192.168 one. Help please!

I tried that, too! It's 50.160.xxx.xx (x's for safety reasons) and that didn't work and I also put :25565 (my port #) at the end, but even that wouldn't work!
Do Windows computers hate Minecraft servers? :/

You can try connecting to the server on a different network, or having your friend try it. This will allow you to see if you port-forwarded correctly or not.
Just download the test software (a good one can be found here http://winmtr.net/ yes it is free) and enter the ip you need to test but if your are hosting the server then you need to get someone else to test it as testing yourself will give false results as to how long it takes only about 20 seconds

An MTR is just an updating ("live") traceroute... Network hops and their respective latencies have literally nothing to do with incorrect port forward settings..?

the ip 192.168 is your internal ip you need to use your external ip

sound like your port forwarding is not set right could you ask your friend to run an mtr test?

Where can I run an MTR Test? Just websites online? (Also how long can they take? Do you know?)

Running an MTR is pointless, aside; mind PMing me a screenshot of your portforward settings? I'll take a look at them.
