it says perhaps a server is already running on that port but i dont have anything related to java / javaw in task manager
you could try running it on a different port and have you port forwarded it
okay i did it but listen the main problem here is that if i put ip in proerties the server wont even run and if i dont put the ip it will run but in minecraft it wont show that the server is working,
You aren't supposed to put an IP in server-ip, leave it blank. God I wish they would remove that or rename it or something. It's only there for multihomed systems which aren't binding to the right IP. Most people won't need it, and too many people think their public IP goes in there and that will not work in most cases.
If it is starting fine but not letting players connect when leaving it blank, it just means you just didn't setup port forwarding right.

Agreed also dont forget to make sure your start up script is fully configured
Open task manager, or your operating system equivalent.
End processes on ALL javaw.exe AND java.exe
Restart the server.
This error occurs when you try running 2 servers on the same machine using the same IP address and ports.
