I just restart my computer, create the inbound rules in windows firewall, port forwarding, and disable windows firewall.
I just want to play with my friends. If i just use the netstat -a -o, my friends can't play the server.
If I make the server_ip blank, how to know the IP?
I assume you are hosting the game on the same computer you are playing on. If that is the case you should connect using the address 127.0.0.1 which points any computer to itself (loopback). Your friends however will need to connect to whatever IP you see when you visit "www.whatismyip.com" which I assume is '60.49.73.159' since that is what you put in your server_ip field. If you have correctly configured your firewall and port forwarding (which I doubt you have since it appears you didn't read a guide) your friends will be able to connect.
