Problem: Internet becomes very laggy when more than2 players, in other words 3 or more (excluding myself connecting using LAN). Using cmd ping google.ca -t shows that ping goes anywhere from 20+ ms to 2000 ms+, very inconsistent and tend to be more of the three digit to four digit pings. A test on speedtest.net while having the lag issue shows that the download speed slows down to around 5~6 mbps. With everyone disconnected, the download speed goes back up to 35 mbps which is what my internet should be.
Is this also an issue for anyone else? Or anyone knows any solutions to this?

Have you fully configured your java arguments for your server?
Speedtest.net shows my upload speed is about 2.5 mbps, and I am using wired connection.
Not too sure what you mean, but this is the bat file I use to start the server:
java -Xms512M -Xmx1G -jar minecraft_server.1.8.8.exe nogui
In your start up script you need to enter the java arguments to tine java to your machine same as your Minecraft client this might help

Also I recommend at least 2GB for you server Minecraft seems to like the extra memory these days
