Your best bet would be to post your server log so we can identify the issue for you. It seems you're also having some lag which is another factor that may be correlated to the problem.

I looked at your server log. All seems fine except:
[WARNING] Can't keep up! Did the system time change, or is the server overloaded?
Your server seems to be using more resources than it can possibly hold. You may want to check on your memory allocated or storage.

I thought this was just on voltz, but its also on any mod or modpack.

Whenever i host a server, it always does that, no matter how much RAM i allocate.
I dont think that is the problem bcuz i can join a vanilla hosted server just fine without getting kicked.
Its 1.6 and older minecraft version mods that is doing this.
Ive thought of switching to an older version of Java just to see if that makes a difference.
