Ram will not help that much, a new processor should solve the problem. Also, make sure your players are not getting high ping, otherwise you'll need to change the location of the server =P

Let me *try* to give you a semi-technical explanation
There is a thing in Java called "Garbage Collector", it searches for non-used objects and delete them, it's usually executed when the ram is almost full.
When the server have less ram, it will have less space to store data, so the "Garbage Collector" have to be executed in a small period of time, what means it will have a huge CPU usage.
When the server have a lot of ram, it will have more space to store data, but when it needs to cleanup the memory, that could cause a lag spike because it will have a huge CPU usage to process every byte of the RAM searching for non-used objects

I use a server host. My players are complaining of "block lag" and delayed chat messages.
I run on 3GB or RAM, and currently just below 1GB of it is being used.
I have two options: double my RAM to 6GB, or upgrade to "premium hardware." (Better CPU and such).
Do you think it is the lack of RAM causing the problem or something else? Thank you!

You should ask your host for advice. One thing to note is that it may be caused by excessive CPU usage on the node, or even a network issue.
sounds like cpu or optimization issue as long you have at least 1/4 free ram that wont be an issue more ram does not mean less lag
Check your logs, if it's full of "Warning: Can't keep up..." messages then it's probably due to sub-par hardware.
A lot of hosts are still using the same hardware which was fine for MC 1.7, but MC 1.8 really needs multi-threading to run smoothly.
