You've port forwarded correctly, allowed 25565 through firewall, allowed Java through firewall, and tried connecting with localhost, local IP, and public IP?
yup ive ported everything right, java 7's public ports are going through, but i havent tried connecting with the localhost. Id like to know how! thanks.
If the server is hosted on the same computer as your playing Minecraft on, just open Minecraft and click direct connect. Then type in "localhost" and hit join. Let me know the results. If this is on a different computer, but still on the same network, try connecting to it using the local IP of your server.

Yup,I recently just switched to it, which ended up fixing the timed-out port issue. I'm hosting it through the computer im playing Minecraft on and connecting locally works fine but when it comes to trying to connect with an External IP, it just wont show up. I'm pretty sure my IP and the port are Listening. Thanks

I have an issue with my Comcast modem where port forwarding will randomly shut off. Usually after I've rebooted the device or my UPS has ran out of battery during an outage.
Just go into the port forwarding screen and disable port forwarding, wait a second or two, then turn it back on. Always does the trick for me. Heck, what makes it really annoying is that I run pfSense as my main router/firewall and sometimes I can't get at it from outside the house..
Thanks guys. This helped me end up finding the solution. turns out, anyone can connect using my External IP fine, i just need to use my Internal IP. I like this better anyways!
