Java is not getting enough RAM, open task manager with ctrl-alt-delete, click the "performance" tab, click "Memory" on the left, and make sure you have at least 1 GB of available memory.

perhaps it is your java installation? it says you are using a mixed version of java, try downloading ad installing the latest JRE. Anyways, it is most definitely a RAM issue.

looks pretty clear to me that you're running out of memory. Please get the 64bit version as it should help tremendously with your memory issues unless you just are out of memory. If you could open task manager while you have both running you could see how much you're using.
Was hilarious when I ran a small server on my dell lattitude d600. Ruberbanding everywhere. Roller coaster not working.
Ok thanks I can get on Minecraft fine and the server fine, but now in the console it says,
[13:00:31 WARN]: Can't keep up! Did the system time change, or is the server ove rloaded? Running 5136ms behind, skipping 102 tick(s)
How can that be fixed?

That's normal for a pc, probably natural lag from chunks generating or something. Initial logins have a nice spike too. If you have it a lot during normal gameplay, your players will start noticing lag.
Okay, so this post is old, and so it was probably already fixed, but this is literally screaming that you dont have enough ram in the actual pc that the server is running within. so basically, what was happening before when you were trying to run your mc with 1gb of memory, and your server with 3gb, your OS still needs memory, and assuming you have 4gb of RAM, than you dont have enough memory to go around.

2.4 GB are in use, and 1.4 GB Is available it says FirEmerald

Sounds like you're running it on the same machine, unless I missed something. Try not to run things under the same machine.
Don't get the x86, that only lets you run with max 1.5 GB RAM and is slower.
