It seems that I can't connect to my server even after I did all this. I thought it may have been because of my port so I used an online port checker which says that the 25565 port is not open. I checked if my router settings again and it says that I did add a service. My IPV4 works if I use it by my external IP doesn't work. What am I doing wrong? Is it my Firewall? Did I not port forward correctly? Please help.
I setup my server using the exact same steps, but one thing you didnt mention that is crucial is that when the firewall message pops up it needs to have BOTH public and private connections checked. My server doesnt work either, (I can get on in both the multiplayer way and through localhost, but my friends cant access it). So try to fix your firewall. If that doesn't work, your 25565 port may be used by some other app and you will need to find one of the 65,000 other ports that is not being used. Also, try and see if you can go to direct connection and type in localhost and see if you can join that way.
Do you have an additional router/modem than the Netgear? If that is the case, you'll need to forward each router to the next one in the chain until you get to the server. E.g. ISP modem forwards to Netgear router, Netgear router forwards to server.

What I did:
-download minecraft_server.1.8.4
-make eula = true
-change serverip in settings to my IPV4 adress
-log in to my Netgear WNDR3300 Router
-go to port forwarding/port triggering

I did the firewall checkmark thing and I also did the localhost thing but I believe my port might be used by another app. How would I fix that?
This is the difficult part. You have to go through and test for an open port. Either do this to find an open port and connect to that, or find a way to find out the app using port 25565 and stop it. Also, you may be using the wrong IP address, as I was. remove server-ip settings in server.properties file, it is supposed to be blank for home hosted server.
