yes it is the same ipv4 adress, i dont think the port is the reason because i can connect to my server fine using my ipv4 adress, but my friends cant connect to my server.
did u change your port on mc to the one u changed? did u change it from 25565 to 473? i dont know, i had a couple of problems setting up my server, but i just watched a couple youtube vids tried a couple things out then it worked u should try that, and if all else fails pay for a server from a hosting company
If the port was in use it would spit out a message saying "failed to bind port".

I noticed that when you type ipconfig in command prompt, it is not showing you the correct ipv4 address. The correct one is under wireless LAN. The one you are using is under Ethernet, which is incorrect.

open cmd on your computer... (Command Prompt) then when it opens type this... ipconfig then scroll down the cmd until u see your ipv4 adress. ipconfig stands for ip configuration just to let u know some extra stuff if it helps u out in anyway

no i give them my external ip adress which is 99.229.154.253 got it from ipchicken.com

Is your computer set to a static IP ? Eg. 192.168.1.15
Not that i know of, is there a way for me to check?

Set static IP for computer,
Set Default gateway and preferred DNS server to rooter.
Port forward (open ports that minecraft uses for your computers IP address)
Link Minecraft server to your IP.
Start server
Give friend your IP
Profit.
