I recently finished setting up a vanilla Minecraft 1.8.7 server. I have always been able to connect to it locally through my internal IP address. When I was ready to open it to my friends, I opened the ports in the "port forwarding" section in my router's settings. Here is what my port forwarding setup looks like in my Linksys router:
Well, when I try to connect to it through my external IP, Minecraft gives me this error:
"failed to connect to server: java.net.connectionexception: connection timed out: no further information"
But, while the server is running, http://www.canyouseeme.org/ can successfully see it:
If another website can see the open port, shouldn't that mean that the server is working properly and is not getting blocked by firewalls? This leads me to believe it is a problem with Minecraft itself, although I'm not sure where to start looking. I am running Windows 8.1 64 Bit, using Java Runtime Enviornment 1.8.0_45. If anyone has any ideas as to what the problem would be, I'd be glad to provide any more information you need.
Earlier today we found out from a user that had simmilar issue, that his ISP named "Telus" is blocking most of the ports, so he/she is unable to host server even thou has propper set-up, and no issues on his/hers side, unless willing to pay for it.
This issue that you have may be the same, it is strongly advised that you contact your ISP and find out if they are blocking that port, or at least to tell you if it is possible to use different port for your convinience.

I used to host a server through my ISP just fine, but haven't done so in awhile. It's possible that something could have changed without me knowing. I'll check it out.
I noticed in your server.properties file, your server IP was blank. This may cause a problem. I believe you need to put your IPv4 address in that blank. Check back when you have tried that.

It should remain blank. It should only be specified when you want to only let people connect over one network interface, such as on servers, which may have multiple Ethernet ports with different public IPs.
