I am trying to use the commands.yml and custom.txt files in Essentials to create custom commands. These commands simply display text; they are not complex in any way. However, when I test a command in-game, it is not recognized. I am testing it with /vote since the files explicitly state how to get it to work using that specific example. I have disabled other vote plugins so now the command is simply unrecognized.
It does not work. I'm almost certain the issue is the syntax I used (considering these issues are usually the server owner's fault, not the plugin's...). I copied and pasted the example text from the custom.txt file to the commands.yml file.
What is the correct syntax? I have tried all kinds of different ways. I do not use tabs, I've tried common spacing, weird spacing, single quotes, double quotes, $ sign, no $ sign, etc.
The strange part is that icanhasbukkit works fine. Copying that command's syntax should work, right? Any help would be GREATLY appreciated!

The #vote text was already in the file, ready to go by default. According to the instructions in this file,
The commands.yml file did not exist. I created the file and pasted this in:
