If i remmember correctly, you should also have mod configs copied somewhere, from your client instance to avoid ID clashing, wrom error report it seems to me that you have eighter un-compatible mod with that version of Forge, or ID conflict. I am recalling this by memorising it from long time ago, so i may not be the best advice.
If you copy configs too and you still have issue, try removing all mods, adding them one by one until you get a crash. Also note that some mods may be client side only.

Alright, to verify that, you need to delete contents of the folder "mods" which is located within folder that you have your Forge server placed, ofcourse you copy it to safe before you do that.

Forge 953 is the last one made for MC 1.6.4, so thats the version you need to have, given that modded server JAR runs fine without any mods in "mods" folder, and i do remmember running it fine (was long time ago, but it worked), you don't have issues with forge. When you start adding mods to it, then the problems start, some mods do require to download dependancies and some libs sometimes, thats the part i can't remmember correctly, after this long time, thus i am sudgesting to you to add mods one by one, running server (and by running server i don't mean running Technic launcher, its client) manualy, to find out what mod is causing situation that you explained in the first post with sentence:

Once again to summarize, if it runs without mods, than it is able to launch, as soon as you add mods, he becomes unable. Asides of neccessity to use Forge 953, you don't have issue with Forge, but with mods collection and/or configs for them, thus removing the mods actualy do help to be sure that you have propperly installed Forge, and that you have done everything well to have Server up and running. Once again if it runs well without mods, you have no issue with Forge server it-self.

I have a Forge server (downloaded from Technic. TPPI) and everything is setup. I just need to install forge itself and then I can play modded.
Its a 1.6.4 forge server but when I play the latest recommended version (1134) it says:
java.lang.RuntimeException: This forge is for pre-1.7 use only! The Forge version must be <= 953
So I installed version 953 and the server is "unable to launch". All version below 1134 seem to say this.

Where are you instaling that forge, if i may ask? And why if everything is already setup?

I have TPPI on Technic Launcher and am playing it.
All of this is running the server, not playing it
Technic never specifies if u need to install forge or if it comes with it so I'm going with comes without forge.

Its the technic TPPI server download. Its supposed to be completely ready for use
