I recently created a 1.8 bukkit server, it worked fine until a couple of days ago. When I start it I get a "failed to bind to port" error. I've tried everything! Including; Stopping all java processes and restarting my PC. Open port tool says that port 25565 is open and not blocked. Nothing in the server_ip= section of the server config. any ideas on how to fix this?

It could be a plugin you installed. Just retrace your steps and see if any of the plugins you installed aren't up to date. Some of the plugins you have to install manually. The click and install plugins part isn't always up to date.
This error usually means you didn't use /stop to close the server. Restart your PC, open Task Manager and end the following processes if they are running:

It also could be that chest shop plugin because essentials already has a shop plugin installed. That and the iconomy plugin because essentials already has its own economy plugin. The other plugins shouldn't be the problem.

Yeah it probably has to do with something else. It might be just the server or your computer(if you're hosting it yourself.) If you aren't hosting it yourself I would contact the server host to help fix it.

Your problem is that your ip changed. What you need to do is open a command prompt (this is for windows) and type in ipconfig. If you are using wifi, your ip will be the one under the ipv4 addres under the wireless LAN section. If you are using a wired connection it will be under the ethernet adapter section.
Because you are using your computer you have a ip that changes depending on what ip your router gives you. Generally it wont change every day but it will neventuallly. when you get the Failed To Bide To Port your ip changed.

Using Windows 8.1, 64 bit.

No luck. Removed Iconomy and chestshop! Essentials was replaced.

Yes that works if your port fowarding. If you are running a LAN server then do the command prompt thing.
