THANK YOU. I had no idea that the eula.txt had to be edited. I've been trying to get this working for 2 days, installing multiple versions of java, forge, everything I could think of. I can't believe it was that simple.

I've checked I have enough available RAM.

Excuse me while I go explode, implode, then explode again.
Go to your file manager (Filezilla,backend,console)
Go to server files
Eula.txt > edit
The turn the Eula agreement from "false" to "true"
if not done yet, this is worth a try.
