EDIT: I've resolved the problem by creating a new start.command file, using TextEdit to make it instead of TextWrangler, because it was messing up the format somehow. I also changed the script to the following:

I've been running Minecraft servers for 4 years now and just last year I started using Spigot. After the copyright issues with Bukkit, I guess simply downloading a server jar has changed to having to compile your own with Git. Once I had gone through the process of compiling the jar, I made sure it had the same name as the jar my startup command was targeting and attempted to launch it as usual. For whatever reason it didn't launch and gave me the error "Unable to access jarfile spigot.jar". I've tried re-compiling the jar and downloading a jar that another person had made but that didn't work. I've tried a few other odd things like changing the name of the file because for some reason my vanilla server will only launch if the jar has a certain name even if it's also changed in the startup command file, but that didn't work and I don't think that's the problem. I tried making a whole new server instead of using the same server folder I had used for my 1.7 server, but that also didn't work.
I'm running my server in Java 8 on OS X 10.7.5 and my startup command is in the spoiler below.

java -Xmx512M -Xms512M -jar spigot.jar nogui
I have already made sure that the startup command file is executable by using the chmod a+x "file" command in Terminal.
If anyone can help me in any way that would be great and I highly appreciate it. I can answer any questions, just reply to this thread.
I am not sure if this is the real cause of your issues but i have noticed quite a few users having issues running servers on java 8 and to make sure this is not the issue i suggest completely uninstalling java 8 and install java 7.

I had the same issue with Java 7 and then I upgraded to Java 8 to see if it would solve the problem, but thanks for the suggestion!
