The Problem: **Update** - No computers are able to host a server while accessing our wifi.I can connect to other servers but never successfully host.
Anytime I or anyone else tries to join my Minecraft server we get: "Failed to connect to server: java.net.connectException: Connection timed out: no further information:"
My Situation:
My friends and I played on this server off and on for almost a year, I recently moved to a new place and have failed at starting it back up again. Vanilla server, usually use No-IP, versions 1.8 on Windows 7.
-I AM able to connect to other Minecraft servers
Everything I've tried so far:
-Re-installed Java, restarted my computer
-Set a static IP as instructed in this link by portforward.com
-Port forwarded following these steps
-Checked my "hosts" file in C:\\Windows\System32\drivers\etc, as according to this forum (There was only one "host.txt" file and it was completely blank - So there was nothing to delete)
-Tried pasting information in my "host.txt" file, as according to
-Completely turned off my router's, Avast's, AND Windows firewalls
-Added exceptions to Minecraft/server, enabled everything Java, and all my ports on the Windows Firewall
-Used multiple tests to confirm that 25565 was open
-Tried port 25570 and other ports
-Deleted and re-added my server in Minecraft & Reverted to older installs & their according server versions in Minecraft
-Used both the .exe and the .jar server files to try to run my server
-Re-installed the No-IP DUC
These are all the suggestions I've found in several days of forum searching, and nothing prevents that blasted error message from ruining my day. Can anyone help me out?
The Solution: *If you get the error message I did with your Minecraft server and you find yourself here, make sure you try everything on the above list, as the internet has informed me they are all potential solutions
-But the problem is solved! Here are the 3 things that worked for me:
1) Although I had disabled Avast in some way before, it was still blocking access to the server by external IP. In the free version of Avast, I went to Settings > Active Protection > File System Shield and turned that 'off' permanently. There may be a way to make an exception for Minecraft in Avast, but for now I disabled it.
2) I called my ISP and had them completely reset the modem for me. I set up a static IP for my computer (again), which was essential for me to be able to access the server myself. Try setting the static IP first, and if it still doesn't work call your ISP.
3) Anyone using the wireless network I'm on (including me) can only access the server with the aforementioned static internal IP. Anyone outside my network can only access it with my external IP. Just make sure that's what's being done.
I'm still waiting to hear what their result is, but I'm not able to connect using my IP.
I can connect when I use the internal ipv4 address, but not with the external one. I imagine they won't be able to either, but I'll let you know when I find out.
It looks like the problem is my modem at this new place, which is an Arris TG862. No computers are able to host any servers on my wifi (I've tried multiple), even though I've shut off all firewalls and forwarded the ports (used multiple different ports).
Has anyone else dealt with this issue before? Is there anything I can do? I feel like I shouldn't have to get an entirely new modem...
Icswolf, I already forwarded several ports in both my router and my firewall, and tried them in Minecraft. Check out my list of the things I already tried.

Nope. We live in a townhouse and had a single modem set up for us here that we all access wirelessly, so we don't have a need for a physical router. The Arris TG862 is the only piece of equipment in the equation.
