I've also noticed that virtual network adapters will cause this same problem. I have VM Virtual Box installed and needed to disable the adapter in Windows network control panel. I suspect VMware would cause similar problems. Once disable, Minecraft clients connected fine.

The software used is the same. So yes, the EULA still applies. The only difference between a lan server and a public server is the public one can accept connections from outside the lan.
