First off, I want to say:

Of course I reinstalled, and uninstalled different Java versions. Of course I restarted my computer. Of course I've tried both 64-Bit, and 32-Bit Java versions. Do not ask me these kinds of dimwitted questions. I came to the forums looking for an answer, and it is so difficult to get a straightforward answer out of you people. Please. Okay, now that I've gotten my rant out of the way... Onto the issue itself. I downloaded the latest MineCraft SnapShot server .Jar (14w29b) from the Mojang website; www.mojang.com and immediately launched the file once I created a folder on my desktop for it. I 'agreed' to the 'EULA' agreement by changing value in the eula.txt file to 'true'.
Upon launching the Server .Jar, I received an IOException error. Note that this is not one of the IOE errors pertaining to a missing file. Those are immediately rectified upon launch. This IOE error continues to appear, even after shutting down, and restarting the server. I realise that most, if not all of you will believe that this 'error' is nothing to worry about, however; I don't care. I want to know exactly what is causing it.

Before you say "Oh! Have you tried using a different version of Java?" please refer to what I stated above. I've tried Just about every version of JRE 7, JRE 8, and JRE6. I still recieve this error. I've spent hours just sitting here, installing a new version of Java, restarting my system.. then booting the server up, seeing the Error, shutting it down, uninstalling Java, installing a new one.. and repeating. Over. And over. And over...
I'm about at the end of my fuse here, and I am very frustrated. I do not want to deal with the little trolls, and idiots who think they know about computers. I want a straight answer, from someone who knows exactly what this is, so I can fix it. Do not post the ridiculous repetitive questions that are overused, and repeated so many times that it makes me want to bang my head against the wall. Answer my question, or don't post. Simple.

16GB of Generation 1 FB-DDR2 166Mhz Ram.
A Generic Dell 0DT031 Microprocessor 'Server' Motherboard.
Two Intel Xeon DP Quad Core 5050 CPUs @3.0GHz.
A 1GB EVGA Nvidia GeForce GTX 550 Ti Graphics Card.
Two screens: 1440x900, 1680x1050. Both Dell, both 2009.
An old 300GB Samsung HDD from 2004.
A Dell Precision WorkStation 490 'Case'.
A 750W Dell Power Supply.
I have almost nothing else Running on my system. I have little to nothing installed, no AntiVirus, no stupidly useless programmes such as Steam, or other junk. Nothing that runs 24/7. With the server running, only 2% of my CPUs are being used. 1% of my Ram is being used.
In my 'process' list in the Task Manager, I only have 8 Processes running. Another 7 processes if you count all of the threads that Google Chrome uses to run. I have a download speed of 105Mb/s, and Upload of 20Mb/s. That is 13MB, and 2.5MB respectively.
There is absolutely nothing at all to suggest improper configuration, Lagg, or internet connectivity issues. This is an error that deals with Java, or JavaScript; something of which I know nothing about. If this 'Error' is pointing towards a file, or a misconfigured 'something', then I would not know, because I do not know how to read Java Errors. Which of course is why I am posting here.
If I am offending anyone with my words, I apologise. My temper is very short at the moment, and I have no patience left. I expended it in the hours wasted attempting to figure this bloody thing out on my own. Some help from someone who can understand my frustration, without becoming offended by my blunt way of speaking would be greatly appreciated.
HAPPENS TO ME SINCE 1.8 its very annoying but after any of my friends enter the ms explode to 32.000 ms

I was very upset the day that I posted this thread, because I had spent hours upon hours searching for a fix to this. And yea... the latency seems to multiply the more players that are connected. It's ridiculous.
I'm glad to know that I am not the only person having this issue now. And it is still occurring in the "official" 1.8 release. My console is spammed with that error upon Shutdown, and Startup. I cannot seem to find a fix.
It's not surprising that no one has answered this question. It sort of pertains to the system's API and I'm going to guess many people don't use this particular part of it (and of course not everyone is a programmer as well - and in this case, a Windows programmer). I'm also guessing that this question isn't properly answered on the Bukkit or Spiggot forums?

Um.. is your Fix to boot it up with a command prompt? I attempted that as well, but it still gives me the same error. But yea, I do understand what you are saying. And you're right. I guess I expected too much from the MC forums community. I haven't tried the Bukkit forums yet and to be honest, I don't even have an account there lol.
I don't really frequent the Spigot website much though. I've used a build of theirs a few times, but I ultimately prefer bukkit. I'm not sure why... I guess it's just one of those Apple vs. Windows, or AMD vs. Intel things. I simply prefer bukkit. But I will eventually get around to asking - on both - just to maximize the probability of a solution. For the time being however, I am tired and it's 5:36am where I am right now. I've yet to go to sleep as I have been awake all night.
Basic solution is to create (or edit if you already have one) your launcher.bat or command to include, at minimum, "java -jre [yourserver.jar]". For example, I've got a launcher.bat that is only the following:
it should now start up without the java error message.
You may not even need the start.bat file - when I click on mine it does nothing anyway lol - but im no coder so I dont know. I just know this fix works.

Hi, was having the same problems as you.
Heres what I did:
Create a start.bat file :
java -Xms2G -Xmx2G -jar paper-1.18.2-337.jar -o true
pause
I located the folder that the command prompt file is in and copied it (make sure you are not copying a short cut of it)
paste the command prompt file in the folder your server.jar file is in.
Using the text file that you created your start.bat file with, copy the text :
java -Xms2G -Xmx2G -jar paper-1.18.2-337.jar -o true
pause
open the command prompt in your server.jar file location
paste in: java -Xms2G -Xmx2G -jar paper-1.18.2-337.jar -o true
pause
it should now start up without the java error message.
You may not even need the start.bat file - when I click on mine it does nothing anyway lol - but im no coder so I dont know. I just know this fix works.
