Hi, I have been trying to set up my first Minecraft Server, so I would be able to play with my friends. I set up a static IP address by following a tutorial on portforward.com and also port forwarded my router using this tutorial http://portforward.com/english/routers/port_forwarding/Netgear/WNDR3400v2/Minecraft_Server.htm however, my router is also a Netgear WNDR3400v3, which is not listed on their site. Here are some screenshots of how I port forwarded, please tell me if anything looks wrong.
I can connect to my own server through localhost and my IP address, however no one else can get on, and it gives the error java.net.ConnectionException:Connection Refused
I also added rules in Windows and Norton's firewalls. I have Norton 360 installed.
Here are some screen shots of those rules.
I added program rules for both Java, Minecraft, and minecraft_server.1.7.9. I also added a traffic rule for minecraft_server.1.7.9.
And, here are the custom settings I put for the rules in Norton's firewall.
However, after all of this I still get the error Connection Refused when checking the port.

(I also posted on the Portforwarding Megathread, however I never received a response, and I think I'm having a problem with Norton's or Window's firewall, not port forwarding so I decided to create a new post. I'm sorry if this is in the wrong section.)
You won't always get a response when checking if a port is open. As a security feature, many routers will refuse to respond to port scanning. In the future, you can check if the port forwarding is correct by attempting to connect to your server via your own external IP address.
As a quick test, try disabling your Norton and Windows firewall and see if you can connect. If it works, then try it with your windows on and Norton off. Then vice versa. This will allow you to narrow it down to which, if any, firewall is preventing the connection.

I can connect using my internal IP address, but not with the external IP address. Are there any specific problems that you know of with Norton or Windows?
EDIT: I just recheck my router, and it appears that the check box for same port range automatically rechecks itself if the internal starting and ending ports are the same.
Then I am out of ideas. Sorry I couldn't solve your problem.
Alright, well thanks for trying. Do you have guesses at what the problem might be? Also I'm thinking about uninstalling Norton, testing and then re-installing. Do you think that it would make a difference?
EDIT: I just saw that I also have Norton Anti-Theft and Norton Internet Security as well as Norton 360. Do these programs affect port forwarding or possibly the issues I've been having?
I have finally set up successfully my new Minecraft Server!
It took me a very long time, but I recently discovered the problem with my previous attempts...
Which was that I had multiple routers (specifically 3 + the new router/modem combo), so the incoming connection didn't know where to go (or something like that I not 100% sure lol).
I fixed this problem by getting a new Modem/Router combo in one, and this was to help in an easier set up of a LAN-LAN network.
It would be easier because my house is already hard-wired, so I could simply connect the Ethernet from the wall to a LAN port (not the WAN which is usually a different color or labeled "Internet") instead of connecting the LAN of the Modem to the WAN of first router then connecting a LAN from the first router to a LAN of the second router (by running down a hallway, through a room and down some stairs) and so on. If you don't want to do this I think you can port forward by cascading like mentioned here: http://portforward.com/help/doublerouterportforwarding.htm but I couldn't get it to work and needed a new Modem anyway so I went a different way.
By doing this, all the three extra routers simply function as access points or like a switch with wireless capabilities meaning they don't assign IP address but rather leave that to my Modem/Router. Also I change the SSID (name) of each router to the same thing so it only appears as one network but connected wireless devices will automatically "roam" from one access point to another if it is closer and the device supports it (works great on my iPhone 6/6+ and probably most newer devices).
Just realized I made a mistake below, the correct way is the new one underneath.
Once the LAN-LAN network was set up, I then logged into the Modem/Router (a Motorola SBG6580) and forwarded port 25655 to the IP I assigned the first router (the one that my computer hosting the server would connect to) and then I logged into my first router (not counting the Modem/Router) and forwarded port 25565 to the IP my computer which I set up to be as static.
Once the LAN-LAN network is set up all you have to do is port forward Minecraft to you computer on the very first router assigning IP addresses, which is the Motorola SBG6580 Modem/Router in my case, and because the Modem/Router and the first router are connected through LAN, the Modem/Router can still see my computer that is connected through the "first" router (not counting the Modem/Router).

I tried connecting with external IP address, and got connection refused. I also tried with Norton and Window's firewalls disabled, however it still did not work.

Just unchecked the box and tested, but no connection. Also, I can't disable Windows firewall, as Norton is controlling the settings.
However, according to this http://community.norton.com/t5/Norton-Internet-Security-Norton/Disabling-Windows-Firewall/td-p/399402
it should already be disabled, so if the problem is the firewall, it's probably Norton.
