The line in the run.bat file is as follows:

My computer runs on 64 bit Windows 7, has 8 GB of RAM, and I have the latest version of 64 bit Java installed. ummm... minecraft_server.exe is NOT a jarfile? Why not download the server .jar instead and put that in your batch file? You could have looked at the issue a bit more closely and figured that out.
Just tried changing the line to what you suggested, still getting the same error message. I did also try using the jar before I posted this topic, same issue occurred.
Thanks for your help you two, I managed to get it to work. My question now is will I be able to type server commands without being logged into the game? No console window pops up and I can't type anything into the cmd window that does.
Since I've had a couple people ask (though honestly I can't remember the answer for sure because it has been a while), I think I fixed this problem by changing the text in the run.bat file. I think I accidentally typed .exe twice when I was typing the line, and after correcting the mistake the the file reads as follows:
Make sure your Java file is located exactly where the text says it is, and I have my run.bat file located in a folder called Minecraft Server on my desktop, with the rest of the server files located in the same folder.
If your only problem is that no console window is popping up, make sure the words nogui are not in your run.bat file.
OK, I'm having this issue and have tried so many variations of the .bat file I can't even keep track of them anymore... Here's a picture showing the folder my minecraftserver.jar is in, the folder my java stuff is in, the command window after running my .bat file, the error message, and the text of my run.bat file. Any suggestions?

Also if you just need 1GB then just launch the server jar or exe to use it, don't use a start.bat file. You only need a start.bat file if you want to allocate more memory. 1GB is fine, allocate more when you need it.
The minecraft server GUI REALLY needs an overhaul It should have... nvm theres so many things it should have i will make a new thread.
I resorted to this because when I try to launch the .exe file as downloaded, the screen that I see people referring to when talking about servers only appears for just long enough for me to see it, then is gone. It makes 'eula', 'logs', and 'server.properties' in the folder and that's it. Isn't it supposed to make more? Like 'world' and 'banned-players'?

open the eula.txt and change eula to true. Then start the server again.
Now I have what appears to be the same problem under different circumstances. I'm trying to up the memory... and getting the same error. "Unable to access jarfile minecraft_server.1.7.10.exe"

Other random facts that might help you help me... I can click on the executable and open the server window (there's never anything in the log, which from what I've seen online appears to be abnormal). I can open minecraft, go to multiplayer, and nothing shows up from "scanning for games on your local network", so I went to direct connect, entered the IP and the game started up (first time I'd actually been on it). In the server window it had me listed under players but there was still nothing under the log and chat area. The game was also incredibly lag-tastic and it was just me on it.
I can't say for sure what the problem is this time, but in your screenshot you posted, I noticed that you don't have file extensions on (and default Windows behavior leaves it off).
So it looks like you renamed the jar file to "minecrafserver.jar", but in the file name is actually minecraftserver.jar.jar, which is (probably) why you're getting that error, even though the batch file is in the same directory and all. You can issue the command

Why are you using the complete path of it, it would be better to use /minecraft_server.jar to target the file in the same directory.nvm
try /minecraftserver.jar (put a slash before it)
