I need that too cause im trying to give for exemple a Enchanted Book : protection IV at the end of my dungeon builded with Dungeon builder but because different enchanted books dosent have a unique ID , dungeon builder makes then normal enchanted books ...
I would think it would be the same as an enchanted sword. Like (diamond sword id):(insert random numbers and letters here). So for a Fire Aspect 1 Book I would believe it to be 403:(fire aspect id). Sorry for not knowing ID's.

Enchanted Books do not have any ID besides the blank. The reason for this is because Enchantment Books are just the blank with different data values. This is also the reason why you cannot use /give to get enchanted tools and weapons.
The only way to do it is to: Enchant it with enchantment table, use MCedit "Enchant" filter to enchant it, Use INVedit to enchant it

The discussion is about servers, and unfortunately there is no way to obtain enchanted books as they are not stored with item id's but with meta data.
It is possible to make a plugin that determines what enchantment so and so has, like documented here.

Yes, they definitely do start at 403, but 403 with any combination I've tried is a blank enchanting book.
